How to dissolve polygons and aggregate their data in QGIS

I am looking for a tool in QGIS 2.40 that performs the function ArcGIS refers to as Aggregate Polygons.Basically it takes a group of polygons within a specified distance and creates a concave hull around them (QGIS expression edition) In the past, aggregating field values was reserved to databases, virtual layers, or dedicated plugins, but since QGIS 2.16, there is a way to compute aggregates directly in QGIS expressions.
